Major concerns for US tax breaks for donating to charity - Blog ...

It seems that Obama and Romney are tripping over each other to downsize tax incentives for donations to charities in the US.? Here is an interesting article in the Chronicle of Philanthropy entitled ?Nonprofit Leaders Urge Obama and Romney to Protect Tax Break?.? If Obama caps donation incentives at 28% or Romney effectively eliminates incentives for large gifts by capping deductions then it will be interesting to see how this impacts Canada.? Currently the incentives for giving in Canada are far superior to the US.? For example, a wealthy person in Ontario may save 48-65% on their donation (depending on whether it is cash or appreciated marketable securities) .? My specific thought or concern is that as the gap becomes greater, for example Mr. Romney?s proposals are accepted, then some people with assets and income and families in both the US and Canada may increasingly prefer to make the donation in Canada to a Canadian charity or foundation as they will obtain far greater fiscal benefits.?

An interesting letter from a number of US charities with my emphasis:

?The charitable deduction is different than other itemized deductions in that it encourages individuals to give a portion of their income to support worthwhile causes,? the letters said. ?It rewards a selfless act, and it encourages taxpayers to give more funds to charities than they would otherwise have given.?

There were 1.8 million US registered charities and over the last 2 years about 400,000 of them have been revoked for non-filing of the 990.? Perhaps the US should do a better job of ensuring that the remaining 1.4 million are really ?worthwhile causes? that are deserving of state support.? We have the same problem here in Canada - there is no obligation on the part of charities to show that they have any public benefit.? Secondly, It is interesting they use the phrase ?selfless act? - while this is true for many, unfortunately increasingly some of the biggest donations feel more like sponsorship arrangements or mergers/acquisitions than donations.? Perhaps selfless acts should receive tax incentives and less selfless donations or arrangements should receive less incentives or none at all.?

Chelsea's Lampard out for 2 weeks

LONDON (AP) -Chelsea midfielder Frank Lampard is set to spend two weeks on the sidelines with a recurring right calf injury.

Manager Roberto Di Matteo confirmed the injury on Friday.

Lampard won't be available for Chelsea's significant matches at home against Manchester United in the English Premier League and League Cup, as well as the visit of Shakhtar Donetsk in the Champions League.

The England international limped off the pitch after just 15 minutes in the midweek 2-1 loss at Shakhtar Donetsk. The match was Lampard's 100th in the Champions League.

The same injury kept him out of England's two World Cup qualifiers this month, and may influence his selection in Roy Hodgson's next squad for a friendly against Sweden on Nov. 14.

UK recession over as economy grows 1 pct in Q3

(AP) ? Britain's economy emerged from its nine-month recession in the July to September quarter, when spending on the Olympics helped it grow by a bigger than expected 1 percent, according to official figures released Thursday.

The number published by the Office for National Statistics beat the market consensus forecast of 0.6 percent growth and will make the Bank of England less likely to approve a further round of economic stimulus in November, analysts say.

The ONS said the result was the strongest quarterly growth in five years, bringing economic output back to the same level of a year ago. It is a first estimate and is subject to revision.

Prime Minister David Cameron, in a message on Twitter, said there was still much to do "but these GDP figures show we are on the right track, and our economy is healing."

The statistics agency says the Olympic Games and Paralympic Games probably gave the economy a boost but it gave no estimate of the total impact.

It did say that sales of Olympic tickets that occurred in 2011 and earlier in 2012 ? the ones it statistically allocated to third-quarter economic output ? accounted for 0.2 points of the rise in GDP.

Increased activity by employment agencies, the entertainment sector and accommodation was likely boosted by the Olympics and Paralymics, the ONS said.

"As the Olympic effects unwind, it is still possible that the economy contracts again in the fourth quarter," said Vicky Redwood, chief UK economist at Capital Economics.

The dominant services sector, which shrank by 0.1 percent in the second quarter, led the rebound with 1.3 percent growth. Production industries including manufacturing grew by 1 percent but construction activity fell 2.5 percent, the ONS said.

Coming off a pretty strong 2-1 preseason, the Rockford Ice Hogs fell flat out of the gate on the regular season, dropping both ends of back-to-back road games with the Chicago Wolves (Vancouver).

Carter Hutton kept the Hogs in the opener, which went scoreless until the shootout, where the Hogs dropped the extra point. Then in Sunday's follow-up, Rockford was sloppy, falling down 3-0 before trying to mount a 3rd period comeback behind two Jeremy Morin goals.

Morin was even for the game, while a number of Hogs were negative, including Dylan Olsen at -3. Marcus Kruger (-2) also scored for the Hogs. Veteran Martin St. Pierre had two assists.

Up next for Rockford is another road matchup with Peoria (St. Louis).

Here's an early breakdown on Chicago prospects in the USHL and NCAA.

2011 7th round pick Johan Mattson and 2012 6th rounder Vince Hinostroza are at Tri-City and Waterloo respectively in the USHL. After seeing a lot of rubber last year at Sault Sainte Marie in the OHL, Mattson is the starter for the Storm this year and is off to a 1-2 record with a .908 save % and 3.39 GAA. Hinostroza has 5 points in 4 games (3/2) and is +3 for the Blackhawks.

The ranks of the NCAA are literally bursting at the seams with Blackhawk blueline prospects.

2010 2nd round pick Steve Johns has an assist in 2 games and is even as a junior at Notre Dame. Fellow 2010 2nd rounder Justin Holl picked up 2 assists in Minnesota's season opener, and was even. Like a lot of Hawk defense prospects, Holl is a skinny-ish puck mover. Ohio State Freshman Sam Jardine is even after 2 games wiht the Buckeyes with no points. Nick Mattson (Sophomore at North Dakota) and Darien IL's Paul Phillips (Senior at Denver) have not yet played this season. 2011 3rd round pick Michael Paliotta had an assist in the opener for Vermont and was even in that game.

Upfront, Boston College junior Kevin Hayes (Rd. 1, 2010) went scoreless int he Eagles opener. 2009 3rd rounder Dan Delisle has been scoreless in two games with Minnesota/Duluth.

I'll be back later this week with a Euro report, as well as an update on the CHL, including former USHL'er Alex Broadhurst who is at London (OHL) this year and doing pretty well thus far.

Man finds 1.2-carat diamond in mud from friend?s well

Dan Fagnan shows off the 1.22-carat diamond he found while panning for gold. (Jeff Holmquist/New Richmond News)??A Wisconsin man sifting through mud from a friend's well stumbled across a find that turned out to be a real gem.

Dan Fagnan of St. Croix County, Wis., was panning for gold flakes in wet mud from a 120-foot well which his friend had recently drilled.

"Everyone thinks I'm a fruit loop for panning for gold," he told the New Richmond News of his hobby. The newspaper noted that the local gold Fagnan finds is often small flakes that don't amount to much.

But something caught his eye while he was sifting through wet sand and stone from his friend's well.

It was an irregular-shaped, transparent rock that Fagnan initially thought was a piece of glass.

Was he ever wrong.

A trip to a local jewelry shop revealed Fagnan had found a rough diamond?1.22 carats of it.

Still, the owner of the shop, Karen Greaton, wanted to confirm the finding, the New Richmond News noted. Greaton had it checked by a mineralogist, who confirmed it was a diamond.

"My dad told me it's unlikely to find a diamond here, but diamonds can actually be found anywhere in the world," Greaton told the newspaper.

One thought about how the diamond reached Wisconsin is that volcanic activity from Canada pushed the stone south and deposited it in the state after the ice age.

Fagnan told the newspaper he was thrilled about his find and plans to incorporate the stone in a necklace for his soon-to-be-born child.

Some things are just too precious.

Israel kills Qaeda-tied leader of Gaza militant group

GAZA (Reuters) - An Israeli air strike killed the Palestinian leader of an al Qaeda-affiliated group in the Gaza Strip on Saturday, Hamas and medical sources said.

Gaza Medics said a second militant was also killed in the strike. The after-dark attack targeted the two men who were riding a motorcycle in the northern town of Jabaliya.

The interior ministry of Hamas, the Islamist group that controls Gaza, said one of the men killed was Hisham Al-Saedni, also known as Abu Al-Waleed Al-Maqdissi, believed to head the Jihadist Salafi group Tawhid and Jihad (One God and Holy War).

Sources from Tawhid and Jihad could not be reached to confirm that Saedni was killed.

The group, rival to Hamas, has an Islamist ideology shared by al Qaeda and sources have said that Saedni joined al Qaeda in Iraq at the beginning of the U.S.-led invasion in 2003.

In March 2011 Hamas detained Saedni for 17 months and had freed him in August.

Last year members identifying themselves with Tawhid and Jihad kidnapped and killed a pro-Palestinian Italian activist, Vittorio Arrigoni, in an apparent attempt to secure the release of Saedni.

An Israeli military spokesman could not confirm Saedni was the target of the air strike. A written military statement said the two men targeted were "terror operatives of the Shora Council of the Mujahideen, a Gaza-based Global Jihad affiliate."

The same group had claimed responsibility for a rocket that was fired into Israel on Friday and landed near a house in the Israeli town of Netivot, causing damage but no casualties.

In response, a few hours later, the Israeli military launched three air strikes against what it said were "terror activity sites". There were no casualties reported in those attacks.

Israel says it holds Hamas responsible for any attacks launched from Gaza, which has been under the group's control since 2007. An Israeli military spokesman said that about 40 rockets were fired from Gaza into Israel in October.

Hamas rejects permanent peace with Israel and the two sides fought a three-week war in December-January 2008-2009. The border is tense, with frequent clashes.

A number of Jihadist Salafi groups have surfaced in Gaza in recent years. Unlike Hamas, they endorse an ideology of global Jihad and some accuse Hamas of failing to implement Islamic laws in the coastal enclave.

A home equity line of credit is much easier than having to go through the hassle of getting a bank loan or mortgage. Often, you can open these lines of credit with just a telephone call and a couple of signatures. Usually, you can get them through the same lender that holds your mortgage. This makes things much simpler overall and you can easily get enough funding to finance your flip provided you have the equity available. Another option would be to tap into low interest credit cards; these are unsecured and offer another creative financing method, pool together three or four cards and you could have $50-$100,000 instantly!Hard Money LendersHard money loans are often referred to as rehab loans because they are used predominately for real estate investments and home investing. This is because the loans are designed to make it easy for you to finance the cost of the home, along with enough money to pay for the renovations. Here is how a hard money lender will work the loan. You will need to pay the funds back to the IRA within a certain amount of time that you determine, but this is a good way to free up cash for your flip and also build up your retirement tax deferred.Should you not have loads of cash at your disposal, use one of the above financing options to get your deal done quickly and grow your business.

CEU Business School is further strengthening its commitment to entrepreneurship with a new course designed to give students an immersive, practical experience creating their own companies.

The three-credit course, called ?Developing a New Venture,? takes an advanced, novel approach by placing students in the school?s new incubator, called CEU InnovationsLab. There, the students learn the skills required to nurture a company, from a concept to a fully functional entity.

The course?s creators are CEU Business School Dean Mel Horwitch, Gyorgy Bogel, professor of management, and Bala Mulloth, assistant professor of entrepreneurship and innovation management and faculty director of CEU InnovationsLab.

?We shaped the course to mirror the process today?s entrepreneurs go through. We also provide students with the professional skills they need in order to create a new venture that is attractive to customers, talented employees and investors,? explains Dean Horwitch.

The course is structured into five phases rather than typical bi-weekly or weekly class sessions. The five phases are Scoping and Viability, Team Creation and Business Plan Development, Building the Organization, Resource Building and Running the Venture, and Final Assessment.

Students self-organize into teams based on the company they want to create. Each "company," goes through the phases at its own pace, much like an actual startup. Professors Bogel and Mulloth, the course?s co-teachers, determine when a company is ready for the next phase. And rather than following a faculty-prescribed class schedule, the teams decide when and for how long they will meet.

The students - in effect - become entrepreneurs in CEU InnovationsLab. They cultivate their ventures with the help of faculty and industry mentors.

Students who successfully complete the fifth phase of the Developing a New Venture course have the option of applying to CEU InnovationsLab. ?Seeding the Lab with these already-tested ventures means that they will enter the Lab at a more mature stage of development, improving their venture?s potential for success and contributing to the entrepreneurial ecosystem that the Lab strives to build,? says Professor Mulloth.

Students are required to be in the Developing a New Venture course for at least one full semester in order to receive credit, but they can continue to work on their companies for a full academic year after they graduate if they wish.

30 students in the executive MBA program began the first iteration of the course in October 2012. In January 2013, the course will be open to the school?s full-time MBA students.

This new incubator-based course, as well as other activities sponsored by the school?s Innovation and Entrepreneurship Project, aim to invigorate entrepreneurship in Budapest and the region.

(AP) ? Thousands of supporters and opponents of Egypt's new Islamist president clashed in Cairo's Tahrir Square on Friday in the first such violence since Mohammed Morsi took office more than three months ago, as liberal and secular activists erupted with anger accusing the Muslim Brotherhood of trying to take over the country.

The two sides hurled stones and chunks of concrete and beat each other with sticks for several hours, leaving more than 100 injured, according to the state news agency. Two buses used by the Brotherhood to bring in supporters were set aflame behind the Egyptian Museum, the repository of the country's pharaonic antiquities, and thick black smoke billowed into the sky in scenes reminiscent of last year's clashes between protesters against the regime of then-leader Hosni Mubarak and his backers.

The melee erupted between two competing rallies in Tahrir. One was by liberal and secular activists to criticize Morsi's failure to achieve promises he had made for first 100 days in power, the other had been called by Morsi's Muslim Brotherhood.

The clashes come as criticism among leftists, liberals and secularists against Morsi has been growing since he was inaugurated more than three months ago as Egypt's first freely elected president. Opponents accuse Morsi, the Brotherhood and other Islamists of trying to impose their dominance and Islamize the state, including through the writing of a new constitution.

Some Egyptians are also frustrated that Morsi, a longtime Brotherhood figure, has not done more to resolve the multiple problems facing the country ? from a faltering economy and fuel shortages to tenuous security and uncollected piles of garbage in the streets.

Morsi boasted earlier this week in a nationally televised speech that he had carried out much of what he had promised for his first 100 days, and his supporters say he needs time in the face of overwhelming difficulties inherited from Mubarak's authoritarian and corruption-riddled rule.

One anti-Brotherhood protester in Tahrir, Abdullah Waleed, said he had voted for Morsi in this year's election to prevent his opponent ? a longtime Mubarak loyalist ? from winning.

"Now I regret it because they are just two faces of the same coin," Waleed said. "Morsi has done nothing for the revolution. I want to say I am so sorry for bringing in another repressive regime."

Violence also broke out in the industrial city of Mahalla el-Kobra, a hotbed of regime opponents and labor activists in the Nile Delta renowned for its history of revolts against Mubarak. Protesters torched headquarters of the Muslim Brotherhood in the city and set fire to Morsi posters.

Days ago, liberal and leftist groups had called for Friday's protest in Tahrir to demand accountability over Morsi's three-month rule. They also demand greater diversity on the panel tasked with writing Egypt's new constitution, which is packed with Brotherhood members and other Islamists who have proposed provisions opponents say greatly suppress civil liberties.

The Brotherhood called for a separate rally to denounce the acquittals earlier this week of 24 former senior figures from Mubarak's regime who had been accused of organizing a deadly attack on protesters during last year's Jan. 25-Feb.11 wave of protests that led to Mubarak's ouster.

The Brotherhood rally was to call for judicial reforms and to support a move by Morsi on Thursday to remove the prosecutor-general, who has been widely criticized for preparing shoddy cases against Mubarak-era politicians and police. Buses organized by the Brotherhood had brought in supporters from the provinces for the rally.

But the secular camp accused the Brotherhood of holding the gathering to "hijack" the square from their anti-Morsi protest.

The violence erupted when Morsi supporters stormed a stage set up by the rival camp, angered by chants they perceived as insults to the president. The Islamist backers smashed loudspeakers and tore the wooden stage down, witnesses said.

The uproar ensued as more supporters of the liberal-secular rally poured into the square. Young men from both sides tore up chunks of concrete and paving stones to hurl while others hit each other with sticks. Gunshots were heard. Youths making V-for-victory signs with their hands set fire to two empty buses of the Brotherhood.

"My conclusion here is that Morsi is just the president of the Brotherhood, that's all. We are back to square one," since Mubarak's fall, said Sayed al-Hawari, who carried a plank of wood as a shield against the volleys of stones.

A liberal protester, Rania Mohsen, said, "We are here against turning the state to a Brotherhood state .... We do not want to replace the old regime with a new like the old one."

A Morsi supporter, in turn, accused the other camp of being "thugs" who chanted against the leader of the Brotherhood and harassed the Islamists during noon prayers in Tahrir.

"We have to give Morsi a chance," 19-year-old Moez Naggar, said. "The more protests we have, the less we can expect from him."

A schoolteacher who said he belongs to the Brotherhood expressed dismay over the violence, saying he was surprised by the other camp's anger at Morsi. Sherif Mahmoud pointed to Morsi's attempt to remove the prosecutor-general, who many across the ideological spectrum have said should be sacked.

"The prosecutor general is a corrupt man," Mahmoud said. "The president is moving step by step."

Around nightfall, fighting stopped as the Brotherhood supporters left the square in buses.

Rashad Bayoumi, deputy leader of the Muslim Brotherhood, told The Associated Press that the scene around Tahrir Square "is something everyone is ashamed of."

He said Brotherhood members did not take part in the clashes and that the group was there simply to demand judicial independence. Still, the clashes stopped at the time when the Brotherhood's party ordered its members to leave the square at 6 p.m.

Morsi was in Egypt's second largest city, Alexandria, for Friday prayers where he pledged that former regime figures would be brought to justice despite Wednesday's verdicts.

The 24 were acquitted of organizing the so-called "Camel Battle," an incident on Feb. 2, 2011, when a crowd of Mubarak supporters ?including assailants on horses and camels ? attacked protesters holding a sit-in in Tahrir to demand his ouster. Two days of fighting ensued, leaving nearly a dozen dead.

"All segments of Egypt's society were deprived of many rights" under Mubarak, Morsi told a crowd of supporters. "And the biggest right deprived of us was the right to freedom."

Following the acquittals, Morsi on Thursday moved to dismiss the country's Mubarak-appointed prosecutor general by moving him to the position of ambassador to the Vatican. However, the prosecutor, Abdel-Maguid Mahmoud, refused to step down and vowed to remain in his post, as law gives immunity to the prosecutor general from being ousted by the president.

Morsi's move also angered judges, who held overnight an emergency meeting denouncing the attempt to remove Mahmoud.

Many blame the prosecutor for frequent acquittals of police and Mubarak-era officials over the past year, saying he put together shoddy cases. Egyptians were also disappointed in what they saw as a weak verdict in the trial against Mubarak. He is serving a life sentence for failing to stop the killing of protesters last year, but prosecutors did not prove he ordered killings and he was cleared of corruption charges.

Of course, the onus of health and safety does not fall solely at your feet, your employees have responsibilities too. As the employer, you should expect that your workers to take reasonable care of their own health and safety, such as dressing appropriately or tying back long hair or headscarves should they be working with machinery.

Striving for safety together

Because health and safety is such a vital issue, it is important that as the employer, that you are seen to be taking charge of the issue. It can help if you hold health and safety seminars with workers to discuss how either party feel about the safety standards at work. Here your employees can be openly encouraged to air any concerns that they may have about working conditions, which can be a lot less intimidating for them than having to report concerns directly by their own accord.

By working side by side, you and your employees should be able to build mutual trust and improve health and safety standards together.

Earth sunblock only needed if planet warms easily

ScienceDaily (Oct. 11, 2012) ? An increasing number of scientists are studying ways to temporarily reduce the amount of sunlight reaching Earth to potentially stave off some of the worst effects of climate change. Because these sunlight reduction methods would only temporarily reduce temperatures, do nothing for the health of the oceans and affect different regions unevenly, researchers do not see it as a permanent fix. Most theoretical studies have examined this strategy by itself, in the absence of looking at simultaneous attempts to reduce emissions.

Now, a new computer analysis of future climate change that considers emissions reductions together with sunlight reduction shows that such drastic steps to cool Earth would only be necessary if the planet heats up easily with added greenhouse gases. The analysis, reported in the journal Climatic Change, might help future policymakers plan for a changing climate.

The study by researchers at the Department of Energy's Pacific Northwest National Laboratory explored sunlight reduction methods, or solar radiation management, in a computer model that followed emissions' effect on climate. The analysis shows there is a fundamental connection between the need for emissions reductions and the potential need for some sort of solar dimming.

"It's a what-if scenario analysis," said Steven Smith with the Joint Global Change Research Institute in College Park, Md,, a joint venture between PNNL and the University of Maryland. "The conditions under which policymakers might want to manage the amount of sun reaching earth depends on how sensitive the climate is to atmospheric greenhouse gases, and we just don't know that yet."

The analysis started with computer-based virtual worlds, or scenarios, that describe different potential pathways to reduce greenhouse gas emissions, which limits the amount of heat in Earth system due to greenhouse gas accumulation. The researchers combined these scenarios with solar radiation management, a type of geoengineering method that might include shading Earth from the sun's heat by either brightening clouds, mimicking the atmospheric cooling from volcanic eruptions or putting mirrors in space.

"Solar radiation management doesn't eliminate the need to reduce emissions. We do not want to dim sunlight over the long term -- that doesn't address the root cause of the problem and might also have negative regional effects. This study shows that the same conditions that would call for solar radiation management also require substantial emission reductions in order to meet the climate goals set by the world community," said Smith.

How much sun blocking might be needed depends on an uncertain factor called climate sensitivity. Much like beachgoers in the summer, Earth might be very sensitive to carbon dioxide, like someone who burns easily and constantly slathers on the sunscreen, or not, like someone who can get away with SPF 5 or 10.

Scientists measure climate sensitivity by how many degrees the atmosphere warms up if the concentration of carbon dioxide doubles. Smith said if the climate has a medium sensitivity of about 3 degrees Celsius (5.4 degrees Fahrenheit) per doubling of carbon dioxide, "it's less likely we'd need solar radiation management at all. We'd have time to stabilize the climate if we get going on reducing emissions. But if it's highly sensitive, say 4.5 degrees Celsius (8.1 degrees Fahrenheit) per doubling, we're going to need to use solar radiation management if we want to limit temperature changes."

According to NOAA's August report, Earth's temperature has already risen about 0.62 degrees Celsius (1.12 degrees Fahrenheit) since the beginning of the 20th century as the carbon dioxide in the atmosphere has grown from 290 parts per million to 379 parts per million.

But the atmosphere hasn't reached equilibrium yet -- even if humans stopped putting more carbon dioxide into the air, the climate would still continue to change for a while longer. Scientists do not know what temperature Earth will reach at equilibrium, because they don't know how sensitive the planet is to greenhouse gases.

Further, the study showed that, when coupled with emission reductions, the amount of solar radiation management needed could be far less than the amount generally considered by researchers so far.

"Much of the current research has examined solar radiation management that is used as the sole means of offsetting a doubling of carbon dioxide concentrations. What we showed is that when coupled with emissions reductions, only a fraction of that amount of 'solar dimming' will be needed. This means that potential adverse impacts would be that much lower," said Smith. "This is all still in the research phase. We do not know enough about the impacts of potential solar radiation management technologies to use them at this time."

The study will also help decision-makers evaluate solar reduction technologies side-by-side, if it comes to that. Smith and his coauthor, PNNL atmospheric scientist and Laboratory Fellow Phil Rasch, devised a metric to quantify how much solar radiation management will be needed to keep warming under a particular temperature change threshold. Called degree-years, this metric can be used to evaluate the need for potential sunlight dimming technologies.

Whether such technologies will be needed at all, time will tell.

Impact measurement has been dubbed the Holy Grail of all social enterprise. If non-profit and for-profit social enterprises could capture the lasting difference made from all the meetings, projects, programs, fundraisers, volunteers, budgets and staff, we would have arrived. We would know if all the donations, charity walks, social media campaigns, grant proposals and collaborative partnerships are worth it. Not surprisingly, no one has found a short cut to universal impact measurement. There is no simple formula that determines whether a charity is ?high impact?.

In a massive survey of donors, foundations and philanthropic advisors, the Money For Good II study found that impact information is what sophisticated donors seek most but cannot easily find. So what do we do? We certainly don?t give up. In fact, I believe there are a few specific steps to take when assessing any non-profit?s impact. That?s why checking the design and outcomes of non-profit impact measurement is the final step in our 6-step process for evaluating non-profit performance.

As a reminder, the six steps involve measuring charities against specific standards for non-profit performance arranged in the following categories: (1) Leadership, (2) Financial Management, (3) Financial Sustainability, (4) Leverage, (5) Strategy, and (6) Impact. We explored the first five categories in the previous five articles.

How do you evaluate impact?

As a non-profit performance analyst, I am constantly refining how to evaluate the impact of charities in numerous program and geographic areas. It is no theory or talking point for me. I have to make clear judgments that inform the execution of millions of US grant dollars every year. The customization required to measure the effectiveness of indigent healthcare in the US, microfinance in South Africa, education in Zambia and legal advocacy in Honduras cannot be boiled down easily into universal standards for desired outcomes. So for the purpose of defining a broadly applicable approach to evaluating impact, we must focus on how impact measurement is performed rather than how much impact is reported. Assessing impact measurement design and the quality of its outcomes is applicable to all charities.

Here are eight standards divided into two categories for evaluating a charity?s impact measurement system:

Impact measurement design

1.???? The scope of the organization?s vision is realistic and measurable.*
2.???? Organization has developed a scorecard to track key performance indicators (?KPIs?).
3.???? The process for tracking outcomes is standardized and reliable.*
4.???? Programs are cut or adjusted based on data from the impact measurement system.

Quality of outcomes

5.???? The results include outcomes that last, not just annual activities and one-time events.
6.???? Statistics about program beneficiaries are compared to baselines, benchmarks or averages to determine if programs are moving the needle on a problem.
7.???? Recent independent evaluations have verified the charity?s reported outcomes.
8.???? Organization surveys beneficiaries about program quality and effectiveness.

The standards marked with an asterisk (*) do require a judgment call rather than a simple calculation. After all, charity evaluations are both a science and an art. But in the end, these eight standards will tell you if an organization is both managing toward outcomes and achieving meaningful outcomes. Here?s why.

Impact measurement design

To measure impact appropriately, an organization must have a clear vision of what impact it is working toward (standard 1 above). That?s why the scope of the organization?s vision (or big organizational goal) must be realistic and measurable. I have evaluated organizations whose vision is to reach every child everywhere. I have also seen organizations with a ?Big Hairy Audacious Goal? (Jim Collins? BHAG) to care for every orphan?s physical, emotional and spiritual needs. Both goals are unrealistic in scope. They fail to provide meaningful direction, and they overlook the multiplicity of organizations already serving large segments of those populations. Other inadequate vision statements I have read speak about uplifting and enhancing lives. If the language is too ethereal, the organization cannot measure its intended impact.

If an organization has a realistic and measurable goal in place, then leaders can create an organizational scorecard for tracking key performance indicators (?KPI?). A scorecard with the right KPIs tells an organization if it is making progress toward its ultimate goal. Of course, KPIs go beyond measuring impact to include any number of operational activities that contribute to the organization?s healthy operation and ultimate success. However, KPIs related to program impact should be included and analyzed quarterly or monthly. There should be a standardized and reliable method for collecting data related to program impact and reviewing it among other KPIs. Hence, standards 2 and 3 above are essential for good impact measurement design. When a charity has program impact data in a set of KPIs, senior leaders can make informed adjustments to guide the organization toward greater impact. As standard 4 indicates, programs should be cut or adjusted based on data from the impact measurement system.

Quality of outcomes

If an organization is measuring the impact of its programs systematically, it will communicate its outcomes at some point, either in an annual report or the ?Results? section of Intelligent Philanthropy?s Nonprofit Analytical Overview. So how do we judge what we find? Use standard 5 above. The results should include outcomes that last not just annual activities and one-time events. Outcomes focus on long-term results from the ongoing activities. How have beneficiaries defied the odds or continued success six months after the program? The fact that 92 per cent of women served at Colorado?s Women?s Crisis and Outreach Center do not return to a violent relationship or enter another shelter in the following year is a great outcome.

Remember statistics without a context are meaningless. If a prisoner re-entry program reports a 19 per cent recidivism rate after two years, I don?t know if I should be excited or disappointed.?? But when they compare that number to the zip code average of 57 per cent, I realize their programs reduce the number of re-offenders by two-thirds. That?s impressive. If Breakthrough?s educational assistance program reports an 86 per cent graduation rate, I may wonder why it?s not in the 90s. However, when that number is compared to the 46 per cent graduation rate for the average student from the vulnerable population they serve, I realize they have nearly doubled the graduation rate. Having benchmarks or base lines or averages is essential for determining whether a program?s results are making a significant difference (standard 6).

The seventh standard for evaluating the outcomes from a charity?s impact measurement system is to look for independent verification. Since it is difficult to judge whether a charity?s set of outcomes or the internal method for collecting data accurately represents the results of their programs, independent evaluations of program effectiveness can provide the perfect final step to determine if you have found a high-impact charity. In a few cases, I have gone in on behalf of donors to perform an independent evaluation of grantee outcomes. In one case, we did discover that a training organization did in fact produce the leveraged and long-term impact it reported. In another situation, we found that the definitions behind the data were unclear and the actual reported impact was therefore untrustworthy. The organization may have had a clear goal and carefully tracked KPIs, but they were carelessly aggregating numbers from field staff that did not have the same meaning. Hence standard 7 above is needed.

Now, sometimes the impact that a charity seeks may not be the best service for program beneficiaries. Therefore, any organization committed more to making a positive impact on beneficiaries than to serving its own ends will periodically survey those it serves. Charities need to verify program quality and effectiveness from direct feedback. That?s why we recommend standard 8 above.

Go and evaluate

I?m not sure you will believe that the eight standards above for quickly assessing a charity?s impact form the Holy Grail of charity evaluation. I do hope you see them as the best we can do for a general set of standards. Since only 1 out of 5 serious donors do any kind of substantive research about a charity?s effectiveness, these eight standards do give us a blueprint to do a whole lot more with the limited time we have.

Penguins die in malaria outbreak

Six penguins have died following an outbreak of malaria at London Zoo.

The birds contracted the avian strain of the disease from mosquitoes and died in August.

Zookeepers had increased the birds' anti-malaria medication due to fears that the wet weather would let the insects thrive.

Avian malaria cannot be passed on to humans, nor can it be passed from bird to bird, and the zoo says the remaining penguins are "healthy and well".

A spokeswoman for London Zoo said avian malaria is "endemic" in the UK's wild bird population.

Preventative measures, including anti-malaria medicine were in place on a daily basis to prevent this "very sad occasion" from happening again, she added.
